Combined Heat & Power (CHP) and Fuel Cells - Large Scale Projects

Large Scale CHP - Fuel Cells Program
The New Jersey Economic Development Authority (EDA) has announced the launch of the Large Scale CHP-Fuel Cells Program.  Funded by the New Jersey Board of Public Utilities (BPU), and jointly developed by the EDA and BPU, the program is designed to support the development, design and construction of high efficiency combined heat and power and fuel cell projects in New Jersey.  Additional information can be found here.

The NJ State Energy Master Plan (EMP) calls for expanding distribution generation (DG) and combined heat and power (CHP) as a means to improve system reliability and utilize fuel more efficiently at commercial and industrial locations. The Christie Administration is committed to developing 1,500 MW of new DG and CHP resources where net economic and environmental benefits can be demonstrated. The high capital cost of developing these facilities, combined with the difficulty of raising capital in the current economy, presents a continuing challenge to the industry, requiring support in the form of incentives, including loans and loan guarantees as well as a streamlined permitting process.

In response, the BPU created a Large Scale CHP - Fuel Cell (LSCHP-FC) working group charged with the task of developing a solicitation for large scale CHP-FC projects. The competitive solicitation was released on April 25, 2012 and is open until June 25, 2012.

The working group will next consider actions on policies to reduce LSCHP-FC technology, policy, regulatory or financial barriers to further advance CHP/FC implementation to meet the EMP goals.
